The European Community has risen to the challenge posed by the complex phenomenon of poverty. Between 1975 and 1980, the first European Programme to Combat Poverty financed some 30 local pilot projects and a series of studies on poverty. This was followed by extensive consultations with public and private authorities on poverty problems with a view to establishing the themes and population groups in need of priority action within the framework of a new programme. In 1984 the Programme of the European Communities to Combat Poverty was adopted, covering the period 1985-89 and having an allocation of 29 million ECU. The Programme consists of an Animation and Dissemination Service, administered by the ISG Sozialforschung und Gesellschaftspolitik in Cologne, FRG, and 90 action-research projects in the 12 member states. The Animation and Dissemination Service has the task of coordinating the transnational activities of the action-research projects, evaluating their methods and disseminating the experiences and results of the Programme.The Programme's aim is to "carry out positive measures to help the underprivileged and identify the best means of attacking the causes of poverty and alleviating its effects in the Community" (Council Decision of 19 December 1984). This involves developing innovative methods of helping the poor which conduce to self-help at the individual and community levels, and which are transferable among the different member states - that is, they must provide useful, cost-effective solutions to problems that the member states have in common. The 90 action-research projects are divided into eight theme groups, each of which deals with one type of action or one group of people especially vulnerable to poverty. |
